Indonesia's DPR Proposed Reviewing 3% Fiscal Deficit Limit
The DPR Commission XI proposed reviewing the 3% fiscal deficit limit relative to GDP as part of the revision of Law No. 17/2023 on State Finances, arguing that the limit could constrain fiscal expansion to support higher economic growth. Economist Dipo Satria Ramli of CORE Indonesia said the 3% ceiling should remain, citing Indonesia's still-weak state revenue capacity and relatively high debt interest burden, with interest payments in the 2027 state budget draft equivalent to 74% of revenue. Merdeka Battery Materials (MBMA) Prepared IDR 1.38 tn for Share Buyback
MBMA plans to buy back up to 1.465 bn shares with a maximum allocation of IDR 1.38 tn, including brokerage and other transaction costs, from 17 Sep–16 Dec-26. The buyback will be conducted through the IDX and may end earlier if the maximum shares or allocated funds are reached. Pro forma net profit attributable to the parent is unchanged at USD 29.95 mn, while weighted-average shares outstanding are expected to decline from 108.0 bn to 106.5 bn shares, leaving basic EPS unchanged at USD 0.00028/sh. Timah (TINS) Received Approval to Operate Above 2026 RKAB Quota
TINS received approval under Presidential Regulation No. 79/2026 to conduct tin mining, processing, refining, and sales above its 2026 RKAB quota within its Belitung IUP for one year from 31 Aug-26. The approval is subject to monthly verification by an independent surveyor appointed by the Ministry of Energy and Mineral Resources (ESDM), covering the origin of tin, contractual legality with mining service providers, and production volumes. The regulation also allows TINS to purchase tin produced by community mining permit (IPR) holders based on quality, quantity, fair market prices, and applicable mining fees, while requiring improvements to tin mining governance in Belitung. Indah Kiat Pulp & Paper (INKP) Added 2.4 mn Tons of Industrial Paper Capacity
INKP added 2.4 mn metric tons of industrial paper capacity through its new Karawang facility, increasing total production capacity by 34.2% YoY to 9.4 mn tons annually. The facility comprises 1.5 mn tons of white paper and 900 k tons of brown paper capacity, with Bahana Sekuritas expecting full operations in 1H26. Phintraco Sekuritas projects FY26 revenue to grow 29.5% YoY to USD 4.1 bn and net profit to increase 13.3% YoY to USD 514 mn, with the industrial paper segment expected to contribute USD 1.66 bn of revenue.
